Spoken language was invented to articulate the rules

and for as long as human beings have been talking
they have been talking about the rules.

The one thing that they never really established
was that they would actually have to obey the rules.

The first rule is;

you have to obey the rules.

The next development in human communication
following immediately upon the positing of the first rule, was
legal weaselry.

Legal weaselry;
the mechanism by which powerful people self except
themselves from accountability to the rules.

... even for the eight measly hours a day that they are
public servants, and entrusted with control over
all of our power and resources.

Why not;
meaningful standards of conduct and competence
enforceable even against the will of even the most
powerful and corrupt public servants?

Why not? ??

The question is not rhetorical.
