Winston Brooks refuses to hold himself honestly accountable as a role model of the student standard of conduct. He refuses to explain, defend, or even acknowledge his position.

meaningful standards of conduct and competence,

by an impartial system powerful enough to hold them

of the public interests in the public schools.
