Insiders hired to cover up APS' financial woes.

Gina Hickman is APS' new Chief Financial Officer.
Within that capacity, she has already made public statements
minimizing the problems and their root causes.

She has worked for APS before. She is a CPA. She could have,
she should have, seen the lack of financially sound procedures
and policies.

She did nothing, she reported them to no one,
she didn't blow the whistle on anything;

and now she is in charge of the whole thing.

Michael Kimbrell has been intimately involved with
APS finances for 15 years.

He too, never made any waves, never blew the whistle on
the lack of sound financial procedures and book keeping;

and now he is their new Internal Audit Director.

And how do they justify hiring the people who enabled
the problem, to fix it?

They don't; because
they can't.

and Kent Walz at the Journal;


they will never have to.

Their qualifications are not as book keepers,
their qualifications are a solid record of never making any
effort to hold anyone more senior than themselves
accountable for anything.

If they had, they wouldn't be there any more.

Like LouAnne Booth, an APS CPA who blew the whistle on
APS CFO Bill Moffet, and who was then put on administrative leave

and never heard from again.
