Why has no one been punished for going along with a system
- that lacked adequate financially sound procedures, and
- that lacked accountability for spending large sums of money, and
- that lacked record keeping complete and adequate enough to send anyone to jail
and corruption?
Why were they instead,
promoted to more senior positions and given raises in salary
despite their abject failure to protect the public interests
from incompetence and corruption?
To knowingly permit, or negligently allow administrative
incompetence on this scale, and for this long (forever)
is corruption
plain and simple.
