I did a little research on Robert's Rules of Order.
I found a great site called, oddly,

It is hard for me to see where this goes wrong.
The NM Republican Party Central Committee
made a huge mistake when they decided to continue
"rule of the gavel".
I hope NM Republican Party Chairman, Harvey Yates
rethinks this whole thing, and if nothing else,
gives New Mexico Republicans his personal assurance that
he will abide by them, himself.
