"Ethics reform" is not incremental

Currently, legislators and public servants are accountable
only to the law; the lowest standard of acceptable conduct.

Legislators in Santa Fe are now compiling a list of the most
egregiously indefensible unethical practices allowed by law,
in order to outlaw them.

It is not ethics reform. "Ethics reform" means accountability
to an ethical standards of conduct.

It doesn't mean vacillating back and forth between legal and
ethical standards as is convenient.

Ethics reform is not incremental;

climbing the mountain is not the same thing as
standing on its summit.
