(Rigo) Chavez said

according to the journal;

"Savage needed to be able to obtain certain APS benefits." "Chavez didn't elaborate as to the type of the benefits."

...as to why Savage was involving the APS Praetorian Guard leadership in gathering information on his then fiancee.

The only "benefit" that I can think of is the privilege of being a senior APS administrator and the exception to accountability to the rules that, that implies.

Yeah, marriage equals insurance, plus if she has any kids college age or under, they would be eligible for insurance too.

Now Tom says he had nothing to do with running Interstate Identification Index checks contrary to Federal Law. TOO.

Who had anything to do with it, then? Did these checks just happen spontaneously in the system, expressed in written logs and indelible electronic foot prints, nay electronic DNA? Was it some fully expressed idea, from the bloody, open head wound of Zues' mind?

No - SPONTANEOUS INVESTIGATION, its the only way you can get an APS Security Police Director to actually investigate a felony, but since they never do it, they just investigate the wrong people? "Gee, whiz, just trying ta' 'Nvestigate, sorry we thought VICTIMS was supposed ta' be 'Nvestigated, HYUCK! Whistleblower pruteckshun? Whats that?"
