On Tom Savage's responsibility for not preventing or ending corruption and incompetence in the APS Police Department; as was his job;
"I think he did as good a job as he could have, given the information he received."Everitt, in my estimation, is implying that Savage and she; were the victims of bad or incomplete information. Apparently, Gil Lovato never told them straight out about the corruption and incompetence in his office. Also, if only there were more whistle blowers, there would be more investigations.
Doesn't wash. Tom Savage should have familiarized himself in the operation of a department he supervised. Everitt should have known that Savage didn't know how to supervise a subordinate administrator; as was her job. Anyone earning $500 to $700 a day would have been all over the scandal.
"Not having expertise in police matters didn't help."Doesn't wash. Which of these problems requires expertise in "policing"; which are simply a matter of accountability to existing regulations?
Inaccurate/inadequate bookkeeping.A red herring is a dead fish dragged across a trail to throw off the bloodhounds.
Payment for hours not worked.
Unearned differentials.
Not conducting inventories.
Not following rules for handling cash.
Taking home company cars, bicycles, cameras, guns and ammo, ...
The issues are not policing issues. They are management issues. They are accountability issues.
The administrative culture of the APS is one of ignoring and enabling corruption and incompetence.
Everitt owns the culture.
There is only one reason why she will not allow her administration to be audited.
It will fail miserably; just like the administration of her Praetorian Guard did.
