"APS officials have not released the results of (the) internal audit or a separate personnel investigation conducted by outside private investigators."

If the public paid for the investigations; how can the results of the investigations not be public records?

How can the perpetrators suppress the evidence of their public corruption and criminal conspiracy in plain sight, and using public resources?
