Robert's Rules of Order provide an opportunity for a body
to end debate on an issue, and take a deciding vote.
The procedure is especially necessary in large groups,
when one finds themselves listening to the same argument
over and over again.
To use the procedure on a body of six people, is simply rude.
It is the equivalent of telling the other five to "shut up".
Robert Lucero is fond of
"calling the question".
Perhaps it makes him feel
more important than he really is,
or ever will be.
