criminally negligent lack of over sight

On the table is;
whether or not APS Police Officers should carry guns.

How can that issue be resolved without discussing the criminally neglegent lack of oversight by the leadership of the APS that allowed public corruption and incompetence in the administration of the APS Police Department, to remain undiscovered for so long?

Certainly there must be some exposure to legal liability for giving guns to people who's leaders are not held accountable for conduct or competence.

It will be resoloved without discussing that issue; because Everitt, Maes, and Modral say so.
