what if we put all the best principals

and all the best teachers, in a no win situation?

I suspect that they will become frustrated and quit.

I have heard, but cannot cite, that "all" of the teachers who had movies made about their outstanding educational successes; had quit teaching within a very few years; burned out by an unsustainable expenditure of energy.

What will we do then; shuffle in the second string as cannon fodder?

It is arrogant to believe that the "right" principal can solve any problem.

Are we going to pretend that socio-economic status no longer plays?

What if the answer at any particular school was as simple reducing the PTR/ATR substantially?

What if the answer is site based management?

I will bet that the leadership of the APS cannot prove that they have ever surveyed all of the stakeholders at the troubled schools, to find out what they thought was necessary for their success.

The leadership of the APS will never try a strategy that requires meaningful delegation of power and resources; such as site based management.

It's all about maintaining control over power and resources;
power and resources that are not even their own.

They are only stewards of the public trust and treasure.

They don't get to do what ever they want
and ignore the interests of stakeholders.

oh yeah, ...they do.
