"unfounded allegations will emerge"

according to APS' Art Melendrez, according to the Journal.


As an example of an unfounded allegation; I allege that APS settled public money on me as part of an agreement that excepted members of the leadership of the APS from accountability to the law for felony criminal misconduct.

I allege that they do it with other people all the time.

The leadership of the APS is using public money
to except themselves from accountability to the law.



What do I have to do to "found" that allegation?


Does the fact that it is happening in plain sight
count as "finding" it?
