confusion leads to inaction

Is the board's failure to step up and confront an administration that is hiding the truth about the ethics and accountability scandals in the administration, due to confusion over where the line is between the board's responsibilities and the administration's?

The administration is not accountable to the people except through the board.

If the board is not holding the administration accountable; it is entirely reasonable for the people then, to hold the board accountable.

Gordon Rowe has repeatedly declared that the integrity of the board is being called into question by the failure to adequately address the corruption and incompetence of the administration;


...and rightly so.
