No Child Left Behind is fundamentally flawed

It is based entirely on the premise that every child should
be on the same page, in the same book, on the same day,
in every school and circumstance, when in fact, they cannot.

It is ludicrous to suppose that they could, even if they should.
That is one giant "if", and, the subject of the following post.
