Incremental transparency, like incremental accountability, is nonsense.

Governmental should be as transparent as the law will allow.

Standards should be as unequivocal as they can be written.

Accountability should as inescapable as it can be made.

Incremental change serves only to delay the inevitable.

It serves only the interests of those
who would have no change at all.
