What does "candid, forthright and honest discussion" imply?

Face to face discussion, in public and on the record.

With no advantage given to, or taken by, anyone,
that will restrict or limit the scope of the discussion
in any way.

The scope of the discussion is
ethically limited only by
the
legitimacy of the question.

Will you hold yourself honestly accountable
to the student standard of conduct, if only for
the 6-1/2 hours a day that you hold students
accountable to that standard,

by an
impartial system, powerful enough
to hold you accountable even against your will?
is of course a legitimate question;
a question that
APS Superintendent Winston Brooks
will not answer candidly, forthrightly, and honestly,

because
he is a moral coward, or because he is corrupt,
or because
Winston Brooks is a coward and, he is corrupt.

Or, because of some other legitimate reason which
I cannot imagine, and
no one else can suggest.

Not even the
$1,000,000 a year
APS "Communications" Department.
