The real crime in the wasted ballots

According to the Journal article; link sub req

The County Clerk would like the Secretary of State
to take the blame for a million and a half unused ballots;

and the Secretary of State would like the County Clerk
to take the heat.

Neither one is prepared to explain to taxpayers,
why we are paying $.89 each,
for what amounts to a Xerox copy on colored paper.

Nor are they saying who is pocketing $.83 profit on each
of the one and a half million extra ballots.

Which is the real crime.
