APS is in real trouble the next time they have to float
a bond issue or mill levy; no matter how justifiable.

Justification won't play as long as people believe that
the money will be wasted or stolen anyway.

The problem disappears, and all is forgiven,
the day they publish the results of a full scale forensic audit
of the entire leadership of the APS;

and then prove that they are trustworthy by
firing all of the corrupt and the incompetent that
are identified by the audit.

The day they do a house cleaning at the 6400 Uptown,
and sweep the good ol' boys out:
all of them.
