APOA endorsement of Chavez; "all perfectly legal".

There was a time when corrupt people went to some length to hide their corruption.

For example, if a corrupt union leadership planned to endorse a particular mayoral candidate, without regard to the feelings of union members, they would at least fake a process that pretended to gather members' opinions.

When you are entrenched enough, you don't even need to fake it anymore.

First ASCME endorsed Marty Chavez without consulting its members, and now the APOA has endorsed Chavez, without even interviewing the other two candidates.

Why do Chavez and these union leaders behave this way?

Why not? Who is going to hold them accountable, and how?
