"I can't believe they thought they would get away with it"

he probably believes that cheaters never win.

but of course cheaters do win; they win most of the time.
it's why they cheat.

and manny aragon et al, absolutely expected to get away with what they did; because they had spend decades fine tuning a system that enables corruption and incompetence. they turned off the alarm systems in public service in order to plunder it. show me the bill that manny introduced that provided even one candle of transparency in government.

if the construction of courthouses were transparent; corruption would be impossible. that is why corrupt politicians will maintain obscurity in their administration of public power and resources.

the legislature openly refuses to legislate transparently. they will not legislate ethics reform. they will not hold themselves accountable for their conduct or competence.

there is a reason that government is not transparent.

but there is no good reason that government is not transparent.

and there is no good reason not to do an administrative audit of the aps.

and there is no good reason for the journal and trib to continue to cover up the accountability crisis in the leadership of the aps.
