aps/lovato probe coming to a head

according to krqe, progress is being made in the investigation of public corruption in the aps police department administration.

according their report, rigo chavez said the outside investigation is complete and the results have been given to the director of human resources.

the implication is that the outside investigation is "just" complete and ...

krqe reported in january that the outside investigator was a couple of days from turning in a report that did not include testimony from either lovato or the woman who worked under him; because both had refused to participate in the audit.

there seems to be a discrepancy. the discrepancy is easy to clear up simply by looking at the investigator's report and the dates upon it.

instead, we are expected to take aps' word for when the audit was done and what the audit revealed. according to rigo chavez, the results, which are public records, will not be made public because they relate to "personnel" issues.

if you read the new mexico inspection of public records act; you will find no mention of an exception to the act for records related to personnel issues. there is no exception.

if the investigation/audit was honestly and capably done; it reveals not only lovaoto's corruption; it also reveals the corruption and incompetence in the system, that made lovato's corruption possible. there is more than one fish in the net; and that is why the results will be kept from the public; illegally.

the public will never know the truth if the leadership of the aps has anything to say about it.

the new mexico inspection of public records act can be beaten in court by unscruplous lawyers. they simply run circles around records requests until the requestor gives up or dies. all it takes is lawyers and money. in this case, the lawyers feed at a bottomless trough of taxpayer support for "education". there is plenty of money for modral. so much money that they won't reveal the amount; even in response to a public records request.

rigo chavez will not identify the aps administrator(s) or board member(s) who have chosen to suppress the truth. he/she/they will not be held accountable. neither will chavez identify the administrators and/or board members who have the authority to sic the dogs of modral, on truth seekers.

there is no reason to hide the truth about this scandal; except to protect the interests of those who are responsible for the scandal in the first place. no public interest is served; it is in fact, all about betraying the public interests.

they will continue protect themselves by hiding the truth from stakeholders. their conduct is indefensible; except by stonewalling.

history tells us that the journal and trib will continue to aid and abet that effort.
