Why weren't we told the truth?

The audit in the following post, was presented on April 16, 2009.

Signing off on the audit;
the Director Office of Internal Audit and Investigations,
Carmen Kavelman, CPA, CISA, CGAP, link, and the
Chairperson of the Accountability in Government Oversight Committee, Melissa Ann Henderson, CIA, CTA, MBS, link.

Neither of whom found it necessary to inform the citizens of Albuquerque about the corruption and incompetence that they had found. Not even in light of an upcoming mayoral election.

In a message from the Director, we find;

"... ensuring that City government is efficient, effective,
and accountable to the citizens."

For some reason, that doesn't include telling citizens the truth.

It is my understanding that, Kavelman is a Marty Chavez appointee.
