participate meaningfully in the decisions that affect their
interests; site based management.
Winston Brooks has announced that he intends to put an
end to teachers plotting the future of their own profession.
His mind is already made up.
Not one to make waves (even on behalf of teachers);
nothing yet link from Ellen Bernstein, union president.

Site Based Management, unfortunately, led to Danny Moon being able to steal from the education fund for several years without anyone in government noticing or caring.
I think that the Departmental equivilant - Not My Table, Dude - the attitude we see a lot nowadays in people of all ages and in many APS departments, further allows corruption to flourish.
If each department is an independent fiefdom, then you must be willing to wage war and loose vassals to hold another APS department to account.
Authoritarian rule, under a good intending and uncorruptable leader, might be better than the hundred thieves that site based management causes to flourish.
It needs corrupt people to corrupt the process, though, so if you happen to have a bunch of site based managers who are all ethical, THEN it is ok to go site based.
But how to tell who is being naughty and who is being nice, without the ultimate authoritarian rule of "wanna keep your job? Submit to a forensic audit!" directive
Union dues aren't cheap! It's over $600 / yr.
I hope they earn their pay, or maybe we should start pulling out?
