If an impartial full scale forensic audit were done of the entire leadership of the APS,
if auditors came in looking for honest accountability to meaningful standards of conduct and competence,
if they looked for waste and the practices that enable it;
corruption and incompetence,
if they came in to ferret out the corrupt and the incompetent,
what would they find?
