that we have allowed it to get this far. I'm flabbergasted."
(emphasis added)

"It" being the chaos in APS accounting functions.

They spend a billion dollars a year, and they cannot tell
taxpayers how or where they are spending it.

Half of every dollar that has been entrusted to them in
order to provide a quality education for APS students,
could have been wasted by corruption and incompetence,

and they cannot tell us where or by whom.


I think taxpayers are not "amazed" by these most recent
developments at all.

They are more likely feeling; betrayed, angry, furious, ...

But "amazed" ?
not likely.

It is what we have come to expect from the good ol' boys
that administer the public trust and treasure in the APS.

The corruption and incompetence in APS' accounting
department is not new.

It, like the corruption and incompetence that permeates
the entire leadership of the APS, has been going on for
generations.

Organizational structures like good ol' boys clubs cannot
deal with corruption and incompetence of fellow club
members, because good ol' boys don't hold each other
accountable; for anything.

It's what puts the good, in being a good ol' boy,

and the screwed, in being an APS stakeholder.
