What if... there is no Charactor Counts Council, and never was?
It's very probable that the council is "secret" because it never met, it never officiated members, and know they are caught with their pants down because part of the funding and continuation was the creation of the local Charactor Counts Council.
Perhaps you have no answers...because it never existed.
Never the less they can't tell you that because it would constitute fraud and false funding.
