apparently owns the Trib's decision not to investigate the ethics and accountability scandal in the leadership of the APS.

I come to this conclusion because I asked him in an email if that was true; and he didn't respond.

Stonewalling generally means; yes;

at times when the only thing worse than telling a lie,
is telling the truth.
