Why didn't Gina Hickman squeal?

APS Chief Financial Officer, Gina Hickman used to work in
the department she now heads.

At the time when she worked there, she knew,
or reasonably should have known,
that the spending of more than a billion tax dollars a year,
was being done without standards and accountability
that were adequate to protect the public interest,
according to the recent Meyners + Co. independent audit.

She didn't blow the whistle.

She was promoted in spite of the fact that, she did not
blow the whistle, which would seem to indicate that
no particular importance was placed on her decision
not to blow the whistle.


Either that, or

a great deal of importance was attached to her decision
not to blow the whistle.
