since I asked Monica Armenta to communicate the board's reasoning behind removing the public forum from the public record of board meetings.
She replied that she was too busy to answer the question at the time; and that she was in fact two weeks behind in her emails.
I am still waiting for an answer.

She probably can't find anyone in APS to help her answer that question or even the person who made the decision to change it in the first place.
