I read your essay.
In my opinion, there is little to no leadership or management, because every school IS what APS calls "site based managed" which technically means - they can do what they want until something happens and the media gets it or enough parents show concern. Then the district will set a policy or revise the old one, that no one really knew about in the first place.

This isn't management, it's putting out fires. The district's policies & SOPs are memos sent here and there, collecting dust on a shelf at each school. Management is what you do, when everyone has a clear idea of the rules and procedures. There is no foundation for anyone to stand on in this district.

The test is the answer to the question; who decides, who decides?

Someone else wrote; the most important decision that a group will make, is the decision how decisions will be made. It should also be their first.

I remember trying to get a senior administrator to admit straight out that if push came to shove; the principal makes the call. Although that is the truth; the closest I have ever heard was; "There is a reason we give them the set of master keys".

The leadership of the APS has no intention of returning control to the public, over their own power and resources.

If there is a school in the APS where the decision about who will decide is made by all stakeholders, then that site is site based managed. No other is.
