one would assume that that phrase describes the seven members of the board, the superintendent and a few senior administrators.

in truth, it does not.

even in state district court it is impossible to find out who the aps "leaders" really are; who tells the modrall law firm what to do.

which administrator of the public trust and treasure has directed modrall lawyers to use them against the public interests? who authorizes the payment to modrall lawyers to provide "legal" defenses for administrators and board members dodging accountability to the law.

clearly it isn't all of them. so who is it?

maybe it's none of them.
maybe modrall is running the show.
