did tom savage sign off on all of this corruption and incompetence?

is that why his only defense is, "no comment"

for how much longer will "no comment" be accepted from public servants in response to questions about their conduct and competence as public servants?

Every time I have spoken to Mr. Savage, he has been very receptive and professional. I am sorry if you have had a different experience.

I spoke to the APS Security-Police regarding an internal investigation about unauthorized Triple I background checks. I was referred to to APD for the records, which they cannot give to me. I was referred all around the city, different departments and many within the PD. Everyone was professional but unable to help me answer my questions of WHO authorized the checks and WHEN they were run. I also spoke to the FBI, and they referred me to the NM Department of Public Safety. I was asked by them to write my concerns down and send them in.

Which I did - here is my draft:

I have knowledge that APS has no NCIC terminal. I have knowledge that APS Security-Police is not a statutorily empowered actual “police department”, and that their arrest powers are due solely to being special deputies with commission cards from the Bernalillo County Sheriff. (One Agent told me that the only people who should be able to authorize a Triple I are certified law enforcement officers who work for an agency considered “ORI Worthy” by the FBI. APS Security-Police is not such an entity.)

An arrangement needs to happen so new special-deputy commission carrying APS Security-Police are Triple I’d, but the security-police director or subordinate former police officers should not be able to run who they want regardless of actual bona-fide government need.

If my suspicions are true, when I made an EEO complaint, four separate acts of malfeasance or illegal activity directly resulted:

1) APS Security-Police does not have the statutory empowerment to run Triple I checks
2) Whoever authorized the check at APD/BCSD did not verify that the investigator was still with an “ORI Worthy” agency
3) Running a Triple I by APS Security-Police/APD/BCSD is not authorized to “dig up dirt” on people who file an EEO complaint
4) Intelligence File gathering on perceived personal enemies is a separate but heinous repeat of civil rights violations by individuals who use government resources for personal gain or perceived screening from personal liability
(use of government resources under color of law for personal gain).

I will also send a written copy to BCSD IA, APD IA and APS IA.
