the aps corruption investigation is being crippled by corruption and incompetence

the investigation is almost two months old. it is yet to be closed.

there are only three possible explanations:

1. the leadership of the aps is incompetent; unable to conduct a swift, thorough and honest investigation.
2. the leadership of the aps is corrupt; unwilling to conduct a swift, thorough and honest investigation.
3. the leadership has an alternate ethical explaination for the delay; which they will defend with "no comment" on the subject.
   

worth noting; all of the details of the investigation are a matter of public records. for as long as the board, administration and modrall, can keep the investigation "ongoing"; they can suppress the truth "legally".

the act provides exceptions, one of which is to protect the integrity of ongoing investigations. the argument that it applies in this case can prevail only by means of legal weaselry.
