There are only three kinds of ethical reform in government.

If we can agree to eliminate "accidental" reform as a viable
option;

we are left with two.

Ethical reform "by permission" is an oxymoron.
Those who benefit from public corruption and incompetence,
will never give their permission to end it.

Which leaves us with only; ethical reform "by demand."

And if ethical reform cannot be had by demand,
it cannot be had at all.

And if no one is willing to stand up and
demand ethical reform in government

it cannot be had at all.
