APS" "good ol' boys" an historical perspective

I have stumbled across a fascinating document. link
It is called the;

APS Town Hall Report, September 2005
It is unfortunate that it is so dated; but never the less,
from that report; (quoted in significant part, emphasis added)
"APS History

APS came into existence in 1891. In 1914 the city’s first high school was built. ...

From 1913-1962, elections were held every two years
but a non-incumbent was rarely elected to the board.
(If an incumbent board member decided not to stand
for
re-election, he or she would resign early,
the board itself, including the departing
member,
would select the replacement, who would then run
as an incumbent in the
upcoming election.)


And that is how the "good ol' boys club" came into being.

In the intervening years, the players may have changed,
but the rules of ascendancy have not.

As recently as October, 2005, an impartial audit by the
Council of the Great City Schools, revealed;
"... administrative evaluations were subjective and
unrelated to promotion or step placement..."
and that the "good ol' boys" retained their power by
creating;
"... a culture of fear of retribution and retaliation..."
against those who challenged their power.

An honest audit of the entire leadership of the APS
will sweep the good ol' boy organizational structure
from the leadership of the APS.

It will sweep out also, a number of corrupt and incompetent
good ol' boys.

An honest audit is opposed only by those who cannot
survive an audit; those who public record of their public
service cannot stand scrutiny.

An honest audit will represent a change in the status quo.

It will not be begun by those whom it will destroy.

It will be begun only by a large enough group of stakeholders
who show up at the public form next Wednesday afternoon,
and demand that an honest audit begin immediately.

Else; it will be good ol' boys forever.
