APS vendors are hurting because APS isn't paying its bills.
APS' new Chief Financial Officer Don Moya says,
It's all news to him, link.
Thirty years ago, when I needed supplies for my classroom,
I was given an SPO (Small Purchase Order) Book which
vendors were to accept instead of cash or a check.
About half the vendors I took it to, wouldn't accept it;
because APS took forever to pay their bills.
The Journal wouldn't investigate and report upon it then,
and they won't investigate and report upon it now.
... go figure.
