Esquivel gives Brooks a "B" and a 1/2 million dollar golden parachute.

In the Journal this morning, Marty Esquivel gives Winston Brooks a letter grade of "B" as superintendent of the APS.

Recently, he has given Brooks a half million dollar golden parachute in recognition of his brilliance as superintendent.

Esquivel will never present himself in a forum where he can be compelled to respond to a question about the apparent disconnect, candidly forthrightly and honestly.

He will not raise his right hand and promise to tell you the truth about the public interests and about his public service.
