APS School board members can spend up to $50K without approval. Say what?

According to the Journal, link, APS School Board Members Analee Maestas, Donald Duran, and Marty Esquivel, all believe;

"... the board president does have the authority to hire an attorney as long as the cost doesn't exceed $50,000."
If they are correct, one wonders, why?

Why is any board member
allowed to spend an entire
teacher salary on lawyers
to do secret investigations
of anything at all,
without the agreement of
the rest of the board?

Who do they think they are?

Ched, earlier this summer APS Board members went on a bonding retreat to work out their differences. Where did they go, how long did they stay, and who paid for it?

Don't know, don't know and don't know. Judging by the way Kathy Korte and Marty Esquivel were treating each other during the last meeting, whomever paid what, wasted their money.
