I have asked him twice now if he is currently qualified with his gun.
He still refuses to answer and now says my asking is "harassment".

Harassment; penalties.I can see why being questioned about his competence would annoy Gallegos. If he is substantially emotionally distressed by my questions, it's his problem not mine. The fact that I ask the questions with a lawful purpose; investigating and reporting upon incompetence and corruption in the leadership of the APS and its publicly funded private police force, means it really isn't harassment after all. He can be as annoyed as he wants.
A. Harassment consists of knowingly pursuing a pattern of conduct that is intended to annoy, seriously alarm or terrorize another person and that serves no lawful purpose. The conduct must be such that it would cause a reasonable person to suffer substantial emotional distress.
B. Whoever commits harassment is guilty of a misdemeanor.
Just another public servant unwilling to be held honestly accountable for his incompetence and corruption - just another bully behind a badge.
