APS' Rigo Chavez is in violation of the law.

On Monday, January 7th, APS' Custodian of Public Records, Rigo Chavez, received a request for public records, reproduced here in significant part.

From the body of public records that includes every public record related to complaints filed by or against the APS Board, or APS Administrator, in any court in New Mexico; and for which the Modrall law firm received compensation of any kind;I would like inspect as few sheets of paper as possible in order to find out exactly
  1. who made the complaints,
  2. the substance of the complaint,
  3. the substance of the counter complaint,
  4. the conclusion of the Court,
  5. any monetary disposition or settlement, and
  6. the compensation paid to the Modrall Law Firm.
These records would substantiate my claim that Modrall has been spending tax dollars that represent public support for "education", to litigate exception to the law, and escape from accountability, for senior administrators and board members.

Alternatively, the records could demonstrate that I am full of crap, and the APS/Maes/Modrall arrangement is above board.

I want the records to make them public.

APS will not surrender the records
even in violation of the law.


It seems pretty obvious what the record will reveal.

There is no good and ethical reason to hide the truth.
