The language in the Act, link, is clear,
Draft minutes shall be prepared within ten working days after the meeting and shall be approved, amended or disapproved at the next meeting where a quorum is present.If you look at the agenda for tomorrow's meeting, link, you will find that they intend to approve the minutes for the last meeting, 6/16/10, and the meeting before, 6/2/10.
They are violating the law.
Small potatoes of course, except that it is not the first time they have done this, nor will it be the last. If you care to sue them over it, the Modrall Law Firm will be grateful for the opportunity to bill taxpayers for hundreds, maybe thousands, of dollars in legal fees to screw with you in court, for as long as they possibly can.
