The leadership of the APS is conducting a "climate survey".
I have asked to see a copy of it.
So far, they have surrendered nothing.
I expect that it does not gather any data which could be used to hold an administrator individually accountable for incompetence or corruption.

You are correct, it is puposefully vague, and therefore, not much use.
APS wants to give the impression that they "Care" by allowing employees to complete the Climate Survey, however, it does not really matter what is gleaned from the results.
The Surveys are also not "Anonymous," you get them in your email account which embeds your email information into the results.
APS has a very "Do as I say and Not as I do," Policy and the Climate Survey is pretty much just a gauge of Employee "Dissent" Districtwide. When you take the survey, you have to login to your email account which immediately takes away "Anonymity."
They want to know exactly what you think and have a paper trail to prove it in case they need to use it against you.
The Climate Survey is a joke, almost as much of a joke as those Surveys they give you on your receipt at restaurants that enter you into a contest to win money. There is no actual prize, they just get you to register your email address so they can send you a lot of SPAM! The Climate Survey is almost as much of a sham as the leadership in APS. Almost...
