if you can not tell the truth, you must either lie or stonewall;
which are essentially and functionally the same thing.

mayor chavez, teri cole, city councilors, aps
administrators, board members,
and the other candidates for the board, still enjoy plausible deniability. they can pretend that they haven't heard the question; it cannot be proved that they have. they are still off of the record.


will there be transparency and accountability in the leadership of the aps? and should that transparency and accountability begin now?

if not now, then when?
