There's a reason Armenta won't answer

I asked APS Executive Director of Communications Monica Armenta if it was true that acting APS Police Chief Steve Tellez has been made Chief.

She won't answer; though it is her job.

Either he has or, he has not.
Why not just tell the truth?

If the answer is no, why not just say so?

If the answer is yes, then there are of course, a few follow up questions she would have to answer; beginning with; how come no one told anyone? Why wasn't there a news release? Why wasn't it posted on APS' "award winning website"? Why was the process closed? Why were no other candidates interviewed?

If he's such a great choice, if he was promoted for the right reasons, shouldn't the leadership of the APS be proud of their choice? What are they hiding?
