Does the new APS COO have any experience running a police force?

APS has identified, link, APS' COO Brad Winter's replacement.  He is Ruben Hendrickson.  Hendrickson is of course, an APS insider.

If Brad Winters leaves any loose ends, an insider can be trusted to tie them up discretely; without anybody finding out about them.

In, 2007, then APS Supt Beth Everitt admitted that the problems in the police force leadership at the time, were the result of APS Deputy Supt Tom Savage's lack of experience in running a police force, link.

Winter apparently has no more experience running police forces than Savage with the same result, public corruption and incompetence of the highest order and at the highest levels.

Winter's replacement will be directly in charge of APS' Praetorian Guard.

It's a fair question;
does Ruben Hendrickson have any idea how, much less any direct experience in the oversight of an armed publicly funded private police force; in particular one with manifestly incompetent and corrupt senior leadership?
The answer of course is; only what he has witnessed first hand
while working in the leadership of the APS and around Brad Winter.

I read Mr. Wheeler's letter to you, Ched, in disbelief, and I must critically comment on Mr. Wheeler's sub par writing skills since he claims he is the authority on the First Amendment issues. Notice how I spelled the "First Amendment." However, he certainly capitalized the words "City," "Mayor," and his own title to, perhaps, emphasize the greater importance of the great city of Albuquerque and its representatives over a trivial thing such as the First Amendment.
Mr. Wheeler is the Assistant City Attorney who holds a law degree but does not use the comma in this sentence: "...the City can regulate the time place and manner of free expression."
I am also shocked by this part of his first sentence in paragraph 2: "...what I am telling you is basic first amendment law." I assume he was not informing you in writing, but rather he was "telling" you...
I am beyond shocked at this individual's lack of fundamental writing skills. If an individual like him is a hired city "expert" on the First Amendment issues, then imagine the writing skills of another city attorney who is in charge of handling, say, disputes among neighbors.
