The APS Student Standard of Conduct Was Changed

It didn't always read;

Students are expected to model and promote
the Pillars of Character Counts!.
There was a time when it read;
Students are required to model and promote
the Pillars of Character Counts!
It is a distinction without a difference? link

Hardly, or they would not have found it necessary
to change the language; deliberately;
and in secret from stakeholders.

Consider the advantage it creates for Modrall's shysters,
if you found yourself in court, trying to hold Winston Brooks
accountable for refusing to stand up and be accountable
as a role model of the Pillars of Character Counts!

as the senior most, administrative role model for students,
as the senior most, public servant in the APS, and
as the senior most, steward of a billion tax dollars a year.

His refusal to be held accountable to meaningful standards
of conduct and competence, by an impartial system
powerful enough to hold him accountable even against his
will does makes difference.

It makes a big difference.
