I had the opportunity to observe the permission of prohibited behavior in a high school.
Although I saw a half a dozen signs reminding students that they were required to wear their student ID in plain site; I saw a number of students who were not.
If its a rule, it should be enforced.
If its not worth enforcing; it shouldn't be the rule.
Apparently students are expected, but not required
to obey the rules.
