Should students be "required" to obey the rules;
or should they be "expected" to obey the rules;
or is it a distinction without a difference?
The terms of public service are the prerogative of the public. Fundamental among those terms; public servants are accountable to the public, and to meaningful standards of conduct and competence, at least for the eight measly hours a day that we have to "trust" them with the control over our power and our resources.
Well, I often look at these things very simply. Would we as a society find it acceptable if we expected all drivers to follow the rules of the road? Or would we as a society require it, with consequences, if drivers don't follow the rules of the road. Speed bumps and red light cameras are societies answer to those drivers who feel above the law.
