they're not all corrupt or incompetent

i choose my words as carefully as i can.

i have never represented, or even suspected, that every aps administrator is corrupt, incompetent, or both.

the closest that i have ever come to a blanket allegation was that; they all have guilty knowledge of the corruption and incompetence in the leadership of the aps.

i still stand by that allegation.

further; i have stated my belief that if a list were made of every aps administrator who was willing to hold themselves honestly accountable to the student standard of conduct; the list would have not one name.

in fairness; that has to do with the "culture of fear of retribution and retaliation" within the leadership of the aps.
